Font of choice.

I used a drop shadow of vertical 5, horizontal 0, opacity 75, blur 15.

Paste the mask, select all, float and defloat, make a new layer, paste
paper 14 into the selection, deselect, delete the original black mask layer and
sharpen the paper layer.

Paste tree 1, resize 50%, position and apply the shadow.

Paste house 2, resize 35%, position and apply the shadow.

Paste water 1, resize 70%, position and apply the shadow.

Paste grass 2 and resize 45%, position below water 1 so a tiny bit shows on
the right, duplicate, bring the copy to the top, mirror it and position right at
the bottom, apply the shadow to each.

Paste water 2 on the top, resize 35%, move into place and lower the opacity
to around 65. When I had finished my tag I careful erased this element around
the group of pink flowers on water 1.

Paste bridge, resize 50%, position and apply the shadow.

Paste wordart, resize 55%, position and apply the shadow.

Paste bird, resize 12%, position and apply the shadow.

Paste butterfly 5, resize 20%, position and apply the shadow.

Paste bird 2, resize 8%, position and apply the shadow.

Past stump, resize 40%, position and apply the shadow.

Paste leaf 4, resize 30%, position and apply the shadow.

Paste bucket, resize 30%, position and apply the shadow.

Paste bunny, resize 13%, position and apply the shadow.

Paste flower 24m, resize 10%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
