Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur 10.

Open a new transparent canvas 800 by 750 pixels and fill with white.

Make a new layer, select all, paste paper 11 into the selection, deselect,
mirror the paper then apply the mask, resize 70%, duplicate, resize the copy
another 70% and mirror then move the two copies into place.

Paste element 12, resize 60%, duplicate, resize the copy another 80%,
position and apply the shadow to each.

Paste element 17, resize 65% , position on the left,  duplicate, mirror the
copy and position on the right below the copies of element 12 and apply the
shadow to each.

Paste element 13 on the top, resize 35% and mirror, position and apply the
shadow.

Paste element 18, resize 65% and mirror, position and apply the shadow.

Paste element 9 and resize 33%, paste paper 11 again below the element,
resize it 25% and move it into place, apply the shadow to the element, merge it
down onto the paper and move int position.

Paste element 55, resize 30%, position and apply the shadow.

Paste element 30, resize 60%, position and apply the shadow.

Paste element 28, resize 25%, position and apply the shadow.

Paste element 1, resize 40%, position and apply the shadow.

Paste element 23, resize 50%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
