Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur
10.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Paste the mask, resize it 95%, select all, float and defloat, make a new
layer, paste paper 2 into the selection, deselect and delete the original black
mask layer, duplicate the copy, merge it down onto the original and tidy up any
sharp edges.

Paste element 37, resize 40% and position.

Paste element 18, resize 90% and position.

Paste element 86, resize 75%, position and apply the shadow.

Paste element 16, resize 90%, position and apply the shadow.

Paste element 20, resize 80%, position and apply the shadow.

Paste element 22, resize 85%, position and apply the shadow.

Paste element 19, resize 75%, position and apply the shadow.

Paste element 57, resize 45%, position and apply the shadow.

Paste element 17, duplicate, position and apply the shadow to each.

Paste element 80, resize 90%, position and apply the shadow.

Paste element 48, resize 45%, position on the left, duplicate, resize the
copy another 80% and move over to the right, apply the shadow to each.

Paste the tube, resize 17%, position and apply the shadow.

Paste element 31, resize 35% and position below the tube.  Select the
interior of the element with you magic wand, expand the selection by 7, make a
new layer below it and paste paper 4 into the selection, paste the tube again,
resize it 50% and move into place, invert the selection an hit delete, deselect,
change the blend mode on the tube to "Hard Light", lower the opacity to around
50 and merge it down onto the paper, apply the shadow to the frame and then
merge down.

Paste element 21, resize 40%, position and apply the shadow.

Paste element 35, resize 80% and move into place.

Paste element 81, resize 30% and mirror, position and apply the shadow.

Paste element 42, resize 15%, position and apply the shadow.

Paste element 12, resize 12%, position and apply the shadow.

Paste element 60, resize 17%, position and apply the shadow.

Paste element 15, resize 30%, position and apply the shadow.

Paste element 24, resize 15%, position and apply the shadow.

Paste element 28, resize 15%, position and apply the shadow.

Paste element 82, resize 30%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
