Font of choice.

I used a drop shadow of vertical 0, horizonal 5, opacity 85, blur 10.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Paste element 84, resize 55% and move up and to the left.

Paste element 28, resize 90% and move into place.

Paste element 97 and resize 40%, click anywhere outside of the element with
your magic wand to make a selection and expand the selection by 10, paste paper
04 below the element, resize the paper 20%, position in the window and hit
delete, deselect, apply the shadow to the element, merge it down onto the paper
and move into place.

Paste element 01, resize 55%, position and apply the shadow.

Paste element 79, resize 30%, position below the merged layer and apply the
shadow.

Paste element 78, resize 15% and mirror, position and apply the shadow.

Paste element 73, resize 30%, position and apply the shadow.

Paste element 24, resize 25% and mirror, position and apply the shadow.

Paste word art 01 on the top, resize 27%, position and apply the shadow.

Paste element 29, resize 20%, duplicate, merge the copy down onto the
original, position and apply the shadow.

Paste the tube, resize to fit, position and apply the shadow.  I used the extended tube which is larger, the standard tube resize is 22%.

Paste element 20, resize 30%, duplicate, merge the copy down onto the
original, position above the merged layer and apply the shadow.

Paste element 89, resize 15%, position and apply the shadow.

Paste element 03, resize 18%, position and apply the shadow.

Paste element 30, resize 30%, position and apply the shadow.

Paste element 32, resize 40%, position and apply the shadow.

Paste element 40, resize 40%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
