Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 65, blur 15.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Paste ground 3, resize 50% and move into place.

Paste spray 21, resize 60% and move into place.

Paste spray 1b, resize 80%, position and apply the shadow.

Paste spray 3, resize 70%, position and apply the shadow.

Paste spray 5, resize 60%, position and apply the shadow.

Paste spray 7, resize 80% and move into place.

You should now have something like my screenshot here.

Paste element 122, resize 33%, position and apply the shadow.

Paste element 101, resize 25%, position below element 122 and apply the
shadow.

Paste element 75a, resize 30%, position and apply the shadow.

Paste element 102, resize 17%, position and apply the shadow.

Paste element 56 on the top and resize it 35%,  draw an oblong selection
through the top part of the element with the windows, make a new layer below it
and paste paper 10 into the selection, deselect, apply the shadow to the
element, merge it down onto the paper and move into  place.

Check your layers and make any adjustments, then crop your tag, add your
