In this tutorial I used the tube “Steampunk 32” from

Verymany.

You will need the png 
mask 311 from

Mizteeques Digital Designs.

Font of choice.

I used a drop shadow of
vertical 0, horizontal 5, opacity 85, blur 10.

Open a new transparent canvas
750 by 750 pixels and fill with white.

Paste the mask and resize
it 90%.  Select all, float and defloat
it, make a new layer, paste paper 9  into
the selection, deselect and delete the original mask layer.  Move this paper mask up and to the right,
duplicate it, resize the copy 70% and rotate it 90 degrees to the right then
move down and to the left.

Paste element  48, resize 75%, duplicate, on the copy go to
Adjust – Blur – Gaussian Blur and apply with a radius of 10%,  duplicate it and merge the copy down onto the
original, apply the drop shadow to the very top copy, merge that down onto the
blurred copy and move into place.

Paste element  150, resize 60%, place in position and apply
the drop shadow.

Paste the tube, resize
25%, place in position and apply the drop shadow.

Paste element  64, resize 35%, position below the wall and
apply the drop shadow.

Paste element  123, resize 35%, place in position and apply
the drop shadow.

Paste element  130, resize 90%, place in position and apply
the drop shadow.

Paste element  88, resize 25%, place in position and apply
the drop shadow.

Paste element  107, resize 70%, place in position and apply
the drop shadow.

Paste element  47 and resize 70%, click anywhere on the canvas
outside of the element with your magic wand to make a selection, invert the
selection and contract it by 10, make a new layer below the element and paste
paper 3 into it, deselect, apply the drop shadow to the element, merge it down
onto the paper and move into place.

Paste element  43, resize 30%,  position behind the door on the left, duplicate,
mirror this copy and position at the top, duplicate the original copy again and
position on the right of the door, apply the drop shadow to each.

Paste element  87, resize50%, place in position and apply the
drop shadow.

Paste element  62, resize 25%, place in position and apply
the drop shadow.

Paste element  148, resize 15%, place in position and apply
the drop shadow.

Paste element  103 above the door, resize 30%, place in
position and apply the drop shadow.

Paste element  73, resize 45%, place in position and apply
the drop shadow.

Paste element  109, resize 40%, place in position and apply
the drop shadow

Paste element  42, resize 40%, place in position and apply
the drop shadow then drag those white flowers on the right above this element.

Paste element  40, resize 25%,  duplicate, position one copy on the right and
one to the left of the tube and apply the drop shadow to each.

Paste element  46, resize 12% and rotate 70 degrees to the
left, place in position and apply the drop shadow.

Paste element  153 above the wall, resize 35%, place in
position and apply the drop shadow.

Paste element 140, resize
20% and rotate 20 degrees to the right, place in position and apply the drop
shadow.

Paste element  34, resize 15%, place in position and apply
the drop shadow.

Paste word art 2, resize
55%, place in position and apply the drop shadow.

Paste element  68, resize 8%, place in position and apply the
drop shadow.

Paste element  108, resize 8%, place in position and apply

any adjustments, then crop your tag, add your copyright information and text
