I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur
15.

Open a new transparent canvas 700 by 800 pixels and fill with white.

Make a new layer, select all, paste paper 11 into the selection, deselect and
apply the mask, resize it 85%, duplicate it and merge the copy down onto the
original.

Paste element 68 and apply the 20.20 mask to it twice, resize it 40% and
mirror it.

Paste element 105, resize 45%, position below element 68 and apply the
shadow.

Paste element 47, resize 40% and mirror, position and apply the shadow.

Paste element 64 on the top, resize 45% and mirror, position and apply the
shadow.

Paste element 18, resize 20% and mirror, position and apply the shadow with
the box "shadow on a new layer" checked and erase the part  around the shadow
that's already  part of the element.

Paste element 66, resize 40%, position and apply the shadow.

Paste element 86, resize 25%, position and apply the shadow.

Paste element 90, resize 30%, position and apply the shadow.

Paste element 120, resize 12%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
