Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 55, blur
15.

Open a new transparent canvas 750 by 750 pixles and fill with white.

Paste the mask, select all, float and defloat, make a new layer, paste paper
2 into the selection, deselect, delete the original black layer, duplicate the
paper one and merge the copy down onto the original.

Paste element 55, resize 50%, mirror and move into place.

Paste frame 1, resize 25% and position.

Paste element 163, resize 50%, position top right, duplicate and move the
copy down and to the left.

Paste element 154, resize 20%, position and apply the shadow.

Paste element 100, resize 30% and mirror, position and apply the shadow.

Paste frame 7 and resize 20%, select each section of the frame and expand the
selection by 10, make a new layer below it and paste paper 14 into the
selection, deselect, apply the shadow to the frame, merge it down onto the paper
and move into place.

Paste the tube, resize 45%, position and apply the shadow.

Paste element 150, resize 35%, position and apply the shadow.

Paste element 111, resize 45% and position on the left below the tube,
duplicate, resize the copy another 80%  and position on the right below element
100.

Paste element 104, resize 30% and position below the tube.

Paste element 155, resize 25% and position.

Paste element 8, resize 25%, position and apply the shadow.

Paste element 10, resize 15%, position and apply the shadow.

Paste element 105, resize 15%, position and apply the shadow.

Paste element 107, resize 25% and postion along the bottom of the fence.

Paste element 119, resize 25%, position and apply the shadow.

Paste element 58, resize 12%, position and apply the shadow.

Paste element 76, resize 15%, position and apply the shadow.

Paste element 77, resize 25%, position and apply the shadow.

Paste element 79, resize 20%, position and apply the shadow.

Paste element 65, resize 60% and apply the shadow, position above the wrapped
gifts, duplicate bring the copy up to below the cat and erase the parts that
overlap so the lights are wrapped around the elements.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a png
if you are not adding the animation.

ANIMATION:

 Open Kiyas animation in Animation Shop, note it has 25 frames and resize it 40%.

Back in psp, starting from the bottom and working up, close off all your layers up to and including the tree and merge the open layers visible, close the merged layer and open the bottom closed ones,  right click "copy merged" and paste in  Animation Shop as a new animation, duplicate it until you have 25 frames, the same as the animation.  Select all the animation frames and copy them, click on your tag,  again select all the frames then right click and paste the animation on your tag.  Now open the merged layer in PSP, copy it and paste in Animation Shop, duplicate it as before then select the frames, copy them, select the animated frames and paste the top layer.   Run your tag through the Animation Wizard and save as a png.
