You will need Animation Shop for the animation.

Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 45, blur 15.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Make a new layer, select all, paste paper 13 into the selection, deselect,
apply the mask and resize it 70%.

Paste element 114, resize 70% and move into place.

Paste element 78, resize 75% and move into place.

Paste element 09, resize 75%, position and apply the shadow.

Paste element 04, resize 45%, position and apply the shadow.

Paste element 27, resize 60% and move into place (it goes right at the bottom
of the tag, the mouse is on it).

Paste element 08, resize 40%, position and apply the shadow.

Paste the tube, resize, position and apply the shadow.  The standard tube needs resizing around 16%. 

Paste element 74, resize 50% and position below the tube.

Paste element 68, resize 35%, position and apply the shadow.

Paste element 96, resize 45%, position and apply the shadow.

Paste element 01, resize 30% and mirror, position and apply the shadow.

Paste element 33, resize 30%, position and apply the shadow.

Paste element 15, resize 40%, position and apply the shadow.

Check your layers and make any adjustments then crop and add your copyright
information and text.

ANIMATION:

Starting at the top, close off all layers down to and including the tube and
merge visible, close the merged layer, open the top layers and again merge
visible.  Open animation 05 in Animation Shop and note it has 14 frames.  Copy
the bottom layer of your tag and paste that also in Animation Shop " as a new
animation" then duplicate it until you have 14 frames the same as the
animation.    Select all the animation frames and copy them, click on your tag
layer and again select all the frames, right click, "paste into selected
frame" and paste the animation on the tag.  Now copy the top layer of your tag,
paste it in Animation Shop and again duplicate it until you have the 14 frames,
copy these frames as before and paste on top of the animated tag.  Again, select
all the frames, go to Animation - Frame Properties and change the display time
to 20.  Run your tag through the Optimisation Wizard and save as a gif.
