Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur
10.

Open a transparent canvas 600 by 750 pixels, select all, paste paper 7
into the selection, deselect, apply the mask and resize it 85%.  Now open a new
transparent canvas 750 by 750pixels, fill with white and paste the paper mask as
a new layer. 

Open paper 9 and apply the 20.20 mask to it twice, paste on your canvas and
resize 45%.

Paste element 24, resize 80%, position and apply the shadow.

Paste element 79, resize 18%, position and apply the shadow.

Paste element 9, resize 15% and mirror, position and apply the shadow.

Paste element 17, resize 17%, position and apply the shadow.

Paste element 7, resize 65%, position and apply the shadow.

Paste element 76, resize 50%, position below the gates, apply the shadow and
change then blend mode to "Luminance (Legacy)".

Paste element 13, resize 40%, position and apply the shadow.

Paste element 93, resize 35% and again apply the shadow and change the blend
mode as the previous element.

Paste element 19, resize 70% and move into place.

Paste the tube on the top, resize 20%, position and apply the shadow.

Paste element 122, resize 35% and flip, position below the tube and apply the
shadow.

Paste element 59, resize 20%, position and apply the shadow.

Paste element 53, resize 25%, position and apply the shadow.

Paste element 92, resize 30% and mirror, position and apply the shadow.

Paste element 26, resize 20% and mirror, position and apply the shadow.

Paste element 118, resize 25%, position and apply the shadow.

Paste element 98, resize 15%, position and apply the shadow.

Paste element 77, resize 35%, position and apply the shadow.

Paste element 64, resize 40%, position and apply the shadow.

Paste element 3 on the top, resize 30%, position and apply the shadow.  
Lower the opacity of this element so you can see the girls legs below it, draw
an oblong selection around the front leg that you want above the cauldron, right
click and "promote selection to layer", deselect and bring this selection to the
top.

Paste element 116, resize 15%, position between the cauldron and the promoted
leg and apply the shadow.

Paste element 113, resize 15%, position and apply the shadow.

Paste element 8 on the top, resize 17%, position and apply the shadow.

Paste element 35, resize 20%, position and apply the shadow.

Paste element 70, resize 12%, position and apply the shadow.

Paste element 86, resize 12%, position and apply the shadow.

Paste element 12, resize 20%, position and apply the shadow.

Paste element 11, resize 40%, position and apply the shadow.

Paste element 54, resize 20%, position below the group of pumpkins and apply
the shadow.

Paste element 75 on the top, resize 12%, position and apply the shadow.

Paste element 71, resize 12%, position and apply the shadow.

Paste element 22, resize 15%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
