Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur 15.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Paste element 81, resize 50% and move into place.

Paste element 57, resize 60%, rotate 90 degrees to the left and move into
place.

Paste element 63, resize 45%, position and apply the shadow.

Paste element 77, resize 80% and move into place.

Paste element 90 and resize 45%.  With your freehand selection tool set on
point to point, draw a selection around the window frame as in my screenshot
below, make a new layer below the window and paste paper 12 into the selection,
deselection, apply the shadow to the window, merge it down onto the paper and
move into place.

Paste element 65, resize 22%, position and apply the shadow.

Paste element 31, resize 15%, position and apply the shadow.

Paste element 56, resize 35%, position and apply the shadow.

Paste element 24, resize 32%, position and apply the shadow.

Paste element 41, resize 35%, position and apply the shadow.

Paste element 112, resize 30% and move into place.

Paste word art 01, resize 25%, position and apply the shadow.

Paste element 100, resize 25%, position and apply the shadow.

Paste element 33 and resize 80%, duplicate, mirror the copy and resize it
another 70%, position and apply the shadow to each.

Paste the tube, resize 20%, position and apply the shadow.

Paste element 13, resize 60%, position below the tube and apply the
shadow.

Paste element 16, resize 20% and rotate 20 degrees to the left, position and
apply the shadow.

Paste element 18, resize 50% and move into place.

Paste element 26, resize 30%, position and apply the shadow.

Paste element 46, resize 20% and mirror, position and apply the shadow.

Paste element 101, resize 40%, position and apply the shadow.

Paste element 109, resize 20%, position and apply the shadow.

Paste element 20, resize 40%, position and apply the shadow.

Paste element 15, resize 70% and move into place.

Paste element 72, resize 25%, position and apply the shadow.

Paste element 42, resize 10% and mirror, position and apply the shadow.

Paste element 03, resize 30%, position and apply the shadow.

Paste element 40, resize 35%, position on the left of the tube,  duplicate
and position the copy on the right, apply the shadow to each.

Paste element 11, resize 55%, position between the two copies of element 40
and apply the shadow.

Paste element 43, resize 20%, position and apply the shadow.

Paste element 75, resize 15%, above the pumpkins on the left, duplicate,
mirror the copy and position above the clock, apply the shadow to each.

Paste element 12, resize 22%, position on the right, duplicate, mirror the
copy and position on the left, apply the shadow to each.

Paste element 22, resize 20%, position below the copy of element 12 on the
left and apply the shadow.

Paste element 107 on the top, resize 23%, position and apply the shadow.

Paste element 01, resize 18%, position and apply the shadow.

Paste element 05, resize 8%, position and apply the shadow.

Paste element 102, resize 25%, position and apply the shadow.

Paste element 108, resize 17%, position and apply the shadow.

Paste element 59, resize 10%, position and apply the shadow.

Paste element 38, resize 17%, position and apply the shadow.

Paste element 66, resize  18%, position and apply the shadow.

Paste element 11 again, resize 20% and mirror, erase the larger clump of
grass, position and apply the shadow.

Paste element 97, resize 20%, position
and apply the shadow.

Paste element 30, resize 30%, duplicate, mirror, one copy, position and apply
the shadow to each.

Paste element 73, resize 30%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
