Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 85, blur
10.

Open a new transparent canvas 750 by 750 pixels and fill with white.

Make a new layer, select all, paste paper, 11 into the selection, deselect
and apply the mask, move up and to the left, duplicate, resize the copy 70% and
move down and to the right.

Paste element 85, resize 45%, position and apply the shadow.

Paste element 31, resize 40%, duplicate, merge the copy down onto the
original, position and apply the shadow.

Paste element 62, resize 75%, position and apply the shadow.

Paste element 64, resize 45%, position and apply the shadow.

Paste element 56, resize 55%, duplicate, position and apply the shadow to
each.

Paste element 100, resize 55%, position and apply the shadow.

Paste element 53, resize 55%, position and apply the shadow.

Paste frame 7, resize 40%,  rotate 90 degrees in either direction and move
into place, select the interior with your magic wand and expand the selection by
10, make a new layer below it and paste paper 11 into the selection, paste the
tube, resize 60% and move into place, invert the selection and hit delete,
deselect, change the blend mode on the tube to "Hard Light" and lower the
opacity to around 60 then merge it down onto the paper, apply the shadow to the
frame and merge down again.

Paste element 91, resize 50%, position and apply the shadow.

Paste element 95, resize 10%, position and apply the shadow.

Paste element 37, resize 40% and move into place.

Paste element 70, resize 70%, position and apply the shadow.

Paste the tube again, resize 22%, position and apply the shadow.

Paste element 65, resize 40%, position below the tube and apply the
shadow.

Paste element 3, resize 25%, position and apply the shadow.

Paste element 18, resize 20% and mirror, position and apply the shadow.

Paste element 10, resize 25%, position and apply the shadow.

Paste element 79, resize  15%, position and apply the shadow.

Paste element 93, resize 45% and move into place.

Paste element 73, resize 35%, position and apply the shadow.

Paste element 49, resize 40%, position and apply the shadow.

Paste element 23, resize 18%, position and apply the shadow.

Paste element 92, resize 18%, position and apply the shadow.

Paste element 21, resize 20%, position and apply the shadow.

Paste element 83, resize 30%, position and apply the shadow.

Paste element 60, resize 15%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your copyright information and text and export on a transparent background as a png.
