I used a drop shadow of vertical 0, horizontal 5, opacity 85, blur 10.

Open a new transparent canvas 750 by 800 and fill with white.

Paste the mask, resize 95%, select all, float and defloat, make a new layer,
paste paper 19 into the selection, deselect and delete the original black mask
layer.

Paste cluster 3, resize 85 %, position and apply the shadow.

Paste cog 3, resize 35%, position and apply the shadow.

Paste cluster, resize 95%, position and apply the shadow.

Paste clock, resize 40%, position and apply the shadow.

Paste frame 7, resize 40%, click anywhere on your canvas outside of the
element with your magic wand to make a selection, invert the selection and
contract it by 10, make a new layer below the element and paste paper 7 into it,
deselect, apply the shadow to the frame, merge it down onto the paper and move
into place.

Paste organ, resize 35%, position and apply the shadow.

Paste boiler, resize 30%, position and apply the shadow.

Paste deco 7, resize 20%, position and apply the shadow.

Paste watch 3, resize 30%, position and apply the shadow.

Paste deco 2, resize 20%, position and apply the shadow.

Paste chain 2, resize 50% and mirror, position and apply the shadow.

Paste wing, resize 75%, position and apply the shadow.

Paste cog 4, resize 25%, position and apply the shadow.

Paste flower 9, resize 35%, position and apply the shadow.

Paste the tube, resize 30%, position and apply the shadow.

Paste flower 2, resize 25%, position and apply the shadow.

Paste book 3, resize 32%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
