I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur
10.

Open a new transparent canvas 700 by 700 pixels and fill with white.

Paste the mask, select all, float and defloat, make a new layer and paste
paper 9 into the selection, deselect, delete the black mask layer and resize the
paper one 80%.

Paste grass 1 and apply the shadow.

Paste tree 5, resize 55%, position and apply the shadow.

Paste leaf 4, resize 30%, position and apply the shadow.

Paste house 3, resize 35%, position and apply the shadow.

Paste tree 2, resize 50%, position and apply the shadow. S

Paste animal 9, resize 14%, position and apply the shadow.  I erased his
wings so he was sat on the branch.

Paste frame 5 and resize 35%, select the interior with you magic wand and
expand the selection by 20, paste paper 9 below the frame and resize it 20%,
position in the frame, invert the selection and hit delete, deselect, apply the
shadow to the frame and merge it down onto the paper.

Paste fence, resize 25%, position and apply the shadow.

Paste grass 6, resize 50%, position and apply the shadow.

Paste grass 5, resize 45%, position on the left, duplicate and move this copy
over to the right, duplicate again, resize this copy another 70%, duplicate the
resized copy, mirror one and position in the middle on the top and apply the
shadow to each.

Paste water 2, resize 40%, duplicate and position below the fence.

Paste the tube, resize 18%, position between the two larger copies of grass 5
and apply the shadow.

Paste flower 4 below the tube, resize 25%, position and apply the shadow.

Paste flower 3, resize 15%, position and apply the shadow.

Paste flower 7, resize 15%, position and apply the shadow.

Paste rock 2, resize 25%, position and apply the shadow.

Paste house 2, resize 25% and mirror, position and apply the shadow.

Paste animal 8, resize 7%, position and apply the shadow.

Paste mushroom 4, resize 7%, position and apply the shadow.

Paste mushrooms, resize 15%, position and apply the shadow.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
