Font of choice.

I used a drop shadow of vertical 0, horizontal 5, opacity 55, blur
15.

Open a new transparent canvas 750 byt 750 pixels and fill with white.

Paste the mask, select all, float and defloat, make a new layer, paste paper
18 into the selection, deselect, delete the original black mask layer and
sharpen the paper one.

Paste element 136, resize 70% and position.

Paste element 142, resize 55%, duplicate, position and apply the shadow to
each.

Paste frame 2 and resize it 50%, select the interior with your magic wand and
expand the selection by 20, make a new layer below it and fill with black,
deselect and apply the shadow to the frame.  Paste the full size tube, resize it
65%, mirror it and then rotate it 30 degrees to the right, position in the
frame, again select the interior of the frame and expand it as before, invert
the selection and hit delete on the tube, deselect and lower the opacity to
around 65.

Paste element 15, resize 35%, position and apply the shadow.

Paste wordart 2, resize 20%, position and apply the shadow.

Paste the tube again, resize 27%, position and apply the shadow.

Paste element 112, resize 40%, duplicate, mirror one copy, position behind
the tube and apply the shadow.

Paste element 38, resize 50%, position and apply the shadow.

Paste element 30, resize 25%, position and apply the shadow.

Paste element 68, resize 15%, position and apply the shadow.

Paste element 138, resize 50% and move into place.

Check your layers and make any adjustments, then crop your tag, add your
copyright information and text and export on a transparent background as a
png.
