I used a drop shadow of vertical 0, horizontal 5, opacity 75, blur 15.





Open a new transparent canvas 750 by 700 pixels and fill with white.



Open paper 10, flip it, apply the mask then copy the mask onto your canvas and resize it 75%.



Paste spray 2, resize 70% and position on the left.



Paste spray 1, resize 65% and position on the right.



Paste frame 1, resize 75% and position between the two sprays.



Paste element 33 on the top, resize 55%, place in position and apply the drop shadow.



Paste element 44, resize 40% and mirror, place in position and apply the drop shadow.



Paste element  13, resize 12%, place in position and apply the drop shadow.



Paste element  31, resize 70% and move into place.  Use your freehand selection tool on point to point and feather set to 0 to draw a selection around the element as in my screenshot below, make a new layer below it and paste paper 10 into the selection, deselect, apply the drop shadow to the frame and merge it down onto the paper.



Paste the tube, resize 30%, place in position and apply the drop shadow.





Paste element  50, resize 12%, position below the tube and apply the drop shadow.



Paste element  32, resize 30%, place in position and apply the drop shadow.



Paste element  27, resize 20% and rotate 40 degrees to the left, place in position and apply the drop shadow.



Paste element  47, resize 10%, place in position and apply the drop shadow.



Paste element 42, resize 8% and rotate 50 degrees to the left, place in position and apply the drop shadow.



Paste element 11, resize 13%, place in position and apply the drop shadow.



Paste element  12, resize 8%, place in position and apply the drop shadow.



Paste element 21 resize 8%, place in position and apply the drop shadow.



Paste element  37 at the top, resize 17%, place in position and apply the drop shadow.



Paste element  34, resize 13%, place in position and apply the drop shadow.



Paste element  3, resize 10%, place in position and apply the drop shadow.



Paste element  49, resize 15%, place in position and apply the drop shadow.



Paste element  18, resize 15% and mirror, place in position and apply the drop shadow.



Paste element  8, resize 8%, place in position and apply the drop shadow.



Paste spray 4, resize 40%, mirror and move into place.



Check your layers and make any adjustments, then crop your tag, add your copyright information and text and export on a transparent background as a png.
